Compliance Officer III','200005J3','!*!GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:

The Department of Unemployment Assistance (DUA) administers the Unemployment Insurance (UI) program which provides temporary income assistance to Massachusetts workers who are unemployed through no fault of their own and who are able to work, available for work and looking for a job.  To comply with federal requirements the Department implements the Federal Benefits Accuracy Measurement (BAM) Program that monitors the MDUA UI Benefit System.  The BAM program employs Compliance Officer III staff to investigate Department transactions for accuracy.

 

The Compliance Officer III position is responsible for investigating and determining the accuracy of both benefit payments and denial of benefits.  Critical thinking skills and general knowledge of Unemployment Law are necessary for a BAM Compliance Officer to complete investigations.  Investigations include collection of required documentation,  interviews of interested persons, and data collection for inclusion into a detailed case that includes supporting documentation, informative written case summary of findings, and required federal coding of case outcomes.

 

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:

Audit agency transactions that result in the approval or denial of benefits for individual claimants to determine accuracy of benefits paid and benefits denied by the Department based on adherence to State and Federal law, regulation, and policy.

Maintain a thorough knowledge of Massachusetts state law, regulation, and policy.

Maintain a thorough knowledge of the USDOL BAM Program regulations, policies and procedures. 

Interview of persons including claimants, employers, and other interested persons to obtain information, data, and documentation to support a conclusion of case accuracy.  Both Benefit and Tax data is collected in areas that have the potential to impact the claimant’s eligibility for benefits, and obtains documentation to support the verifications.

Completes audits within federal timeliness requirements

Develops and maintains ability to use Federal Sun computer system software in order to accurately transmit proper coding of completed cases to USDOL.

  

QUALIFICATIONS REQUIRED AT HIRE:

Expertise in Unemployment Insurance adjudication or taxation. 

Knowledge of and experience in UI Benefit Claims processing, Taxation, or Hearings.

Proficiency in Microsoft Office Suite, Adobe Acrobat Pro, UI Online.

Ability to learn and use multiple software systems.

Ability to communicate effectively, both orally and in writing.

Ability to exercise discretion in handling confidential information.

Ability to understand, apply, and explain the provisions of unemployment insurance laws, rules, regulations, policies and procedures to claimants, employers, other state representatives, and federal monitoring staff.

Ability to analyze and determine the applicability of program data to draw conclusions and to make appropriate recommendations.

Ability to prioritize and mange competing deadlines

Proficiency in investigative procedures

Ability to identify and collect data needed to arrive to supportable conclusions

Ability to work harmoniously and effectively with people who may be experiencing stress or depression.

Ability to work collaboratively with persons from different ethnic, cultural, and economic backgrounds.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES.  IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE
