Cost Proposal Compliance Director
The PAE Cost Proposal Compliance Director is responsible for the quality and accuracy of PAE’s cost proposals. This position is considered an expert on the interpretation of Request for Proposals (RFP’s) along with the application of various government regulation (FAR, DFARS, DOL SCA/CBA and other government regulations). The Compliance Director assures that all cost proposals clearly respond to all government and internal requirements to include compliance and administration of the PAE cost estimating guidelines. This position leads formal cost proposal Red Teams and provides training to various levels of proposal personnel and cost proposal analysts. The individual must possess a complete understanding of the PAE proposal process and be capable of supporting the development of complex margin, risk and opportunity, cash flow and ROI analysis and have highly-developed financial problem solving analytical skills.
This position requires a complete understanding of PAE’s Cost Disclosure Statements and current rate structures along with the ability to develop new rates and structures to solve complex pricing business cases in areas of PAE’s business that may use this competitive strategy. These assignments could occur in such areas as the establishment of new corporate entities to include joint ventures, financial due diligence, or various areas of financial execution analysis.
This position reports directly to the Vice President of Pricing and requires up to 30% travel.
Essential Tasks and Expected Results:
Work with Pricing and Proposal team to ensure Cost Proposals are compliant with RFP requirements and adheres to all client and government guidelines.
Review data provided by various departments to ensure accuracy and mathematical errors and relevance to RFP.
Monitor compliance with PAE estimating system and ensure appropriate corrective actions are implemented.
Review responses to formal RFIs to ensure bid specifications are met and responses are accurate and complete.
Monitor cost model from the early stages of development to ensure all formulas and links are accurate and functional.
Lead Cost Red Team Reviews on Major Pursuits
Review proposal compliance matrix and ensure every item of the RFP has been addressed.
Assist the Price Analyst with DCAA reviews and fact-finding tasks.
Review all clauses incorporated into RFP by reference to determine its impact on proposal or costs.
Interface with DCAA on major PAE proposals. Responsible for effectively resolving any proposal audit issues. Responsible for the effective management and periodic update as necessary of PAE’s Cost Estimating Manual (CEM)
Issue Pricing “Flash Reports” and manage PAE’s Internal Pricing Database to assure all data is consistently current and accurate. Conduct random tests of proposal and pricing compliance to the Estimating and Pricing system and checklist.
Establish training courses development and deliver training on a regular basis to all Pricing personnel on a regular basis.
SKILLS AND QUALIFICATIONS:
Expert working knowledge of Federal Acquisition Regulations(FAR), Defense Federal Acquisition Regulations(DFAR) and Defense Contract Audit Agency(DCAA) Guidelines as well as and considerable experience with US Government contracting and proposal development process
Experience in cost proposal development for US Government and commercial customers and have a broad-based financial background and knowledge of escalation factors, material costing, equipment costing and equitable adjustments
Good skill level in MS Excel and MS Word Office and Power Point
Attention to detail with an ability to handle multiple tasks independently
Excellent mathematical skills
Demonstrated ability to think strategically in a fast paced team environment
EDUCATION and/or EXPERIENCE:
Bachelor's degree in business, finance or accounting from a four year college or university and minimum ten years related experience in the development of cost proposals to US Government or commercial customers for products and/or services.
Prior audit experienced/compliance experience required with a knowledge of the principles, methods and practices of cost estimating
Knowledge of the principles, methods and practices of cost estimating. Knowledge of FAR and CAS.
Requires experience with CPFF, CPAF, T&M, FFP, and FPLOE contract types. Experience with FPIF and CPIF desired but not mandatory.
Excellent oral and written communication skills
Ability to effectively respond to various levels of PAE Executive Management in point versus counterpoint discussions to support critical business decision making
