The Cost and Compliance Officer is an integral part of the new business development process and works as a member of the larger business development team at PATH on all new business opportunities. Under the direction of the Director, Business Development and the Senior Cost and Compliance Officer, the Cost and Compliance Officer oversees the development of cost proposals including the budget, budget narrative, cost/price analysis of partner budgets, partner budget negotiations and documentation, cost documentation, and coordination with the proposal team members throughout the organization. The Cost and Compliance Officer will lead the development of templates for USG and non-USG donors as well as conducting analysis of donors to ensure PATH’s proposals are compliant. The Cost and Compliance Officer supports ongoing projects by reviewing budgets for realignments and/or renewals. The Cost and Compliance Officer will budget for large and complex proposals, and also trains, assists, and supports other PATH staff on proposal development.
Cost Proposal Development and Submission
Gather, research, analyze and document all cost assumptions for cost proposal budgets and certify cost data. Obtain US and international cost information, quotes and/or analyze historical costs from similar PATH projects, external sources and vendors, PATH program and project finance teams (both US-based and country office- based).
Coordinate with the business development and program teams on strategic issues involving competitive, realistic and responsive proposal budgets. Ensure that the proposal team is educated on donor requirements and regulations for all cost proposals. Lead development of a cost analysis of the solicitation for initial proposal team meetings. Lead the development of back of the envelope budgets for bid decision meetings. Develop cost strategy for individual proposals.
Manage subrecipients/subcontractors as a part of the proposal process and perform activities including: preparing and negotiating teaming agreements, providing budget assumptions and guidance, taking the lead in negotiating budgets, developing required budget templates, and ensuring final submissions conform to donor requirements. Provide cost guidelines, standards, and templates.
Oversee the Business Development Associates and/or Assistants in collection of cost documentation and in producing the final proposal.
Develop and revise complex cost proposal templates and budgets in accordance with donor requirements, while utilizing advanced Excel spreadsheet techniques.
Write explanatory budget narratives to accompany budgets.
Schedule and manage proposal budget meetings with proposal teams and make recommendations to technical teams to assure development of a competitive proposal.
Maintain and update cost proposal resources and documentation.
Serve as liaison between Office of Grants and Contracts, Finance and Project-based business units across all aspects of a project life cycle that involve material modifications to project budgets, pipelines, amendments, supplements, costed and non-costed extensions.
Respond to requests for information and advice from all business units on matters regarding cost compliance.
Other Business Development:
Research and analyze various donor requirements for proposal budgeting. Develop tools, templates and capacity-building on these requirements.
Conduct market research and cost/data gathering for countries and program work.
Create and revise cost-related tools, templates, worksheets, guides, and training manuals.
Create and/or modify budget spreadsheet templates to be responsive to donor requirements and create and/or revise new budget templates as needed, especially for non-USG donors.
Provide ongoing formal and informal training to Program and Technical Leaders on cost proposal development.
Provide capacity-building to partner organizations (US-based and host country-based) on proposal budgeting, proposal procedures, cost documentation, and other issues.
Liaise with contracts and grants/finance staff supporting existing projects for operational inputs on proposal development.
Attend weekly and ad hoc meetings. Participate in monitoring of PATH’s organizational program development and cross-program trends for business development trends.
Conduct desk research and analysis on US Government and other donor regulation policies including, but not limited to, Federal Acquisition Regulation (FAR), Agency for International Development Acquisition Regulation (AIDAR), and US Department of State Standardized Regulations.
Participate in bid decision discussions.
Engage with upper management to resolve difficult program issues (e.g., relocation of staff, hiring).

Advanced analytical and business modeling skills.
Demonstrated skills and ability to lead and develop and revise large cost proposal budgets within short turnaround times.
