Provides overall support for the development and implementation of Pathfinder's organizational compliance program. Assist in the development and implementation of risk management and mitigation plans to ensure compliance with applicable US and international laws and regulations; governmental and nongovernmental donor requirements; and Pathfinder policies, procedures and standards of conduct. Maintains Pathfinder's library of policies and procedures and compliance training resources. Supports key compliance assurance activities and global initiatives, including oversight of country registrations and insurance policies.
Key Job Outcomes;
Compliance Program Implementation:
Provides overall support for the development and implementation of the Pathfinder compliance program, including policy review and management, maintenance of compliance training, deployment of compliance communications and reporting, and integration of compliance into other Pathfinder processes.
Risk Assessment and Mitigation:
Assists with implementation of risk management and mitigation plans. Supports Compliance Director and other stakeholders on risk identification process.
Policies and Procedures:
Implements a process to maintain and revise policies, guidelines, standards, procedures, and best practices. Supports other business units in their policy development activities. Maintains the Pathfinder library of all policies and procedures, including implementing a version-control system.
Ensures staff are aware of appropriate channels for reporting compliance issues and coordinates with Compliance Director to ensure appropriate tracking of compliance issues.
Supports key compliance assurance including deployment of effective and efficient mechanisms to prevent, detect, identify, and correct noncompliance with applicable law and regulations, donor requirements, and Pathfinder policies and standards.
Key Compliance Initiatives:
Coordinates with country offices to implement key initiatives, including to ensure all offices maintain appropriate country-level registrations and insurance policies.

Compliance Program Development:
Foundational knowledge of the elements of an effective compliance program and ability to operate in an international matrixed organization.
Compliance Regulations and Requirements:
Foundational knowledge of the laws, regulations and policies applicable to international NGOs working under grants and contracts funded by USAID, other government, foundations and other donors.
Policies and Procedures:
Foundational knowledge of best practices in the development of business policies and procedures, including knowledge of methodologies for assigning responsibility and accountability.
Program and Project Planning and Management:
Foundational skills in program and project management and planning to fulfill performance objectives, including timely implementation and reporting of compliance program policies, processes, procedures and activities.
Training and Development:
Ability to develop and deliver training to small and large groups.

Required Education, Training and Experience:
Bachelor's degree in public health, business, social science, management or related discipline
5 years experience in compliance, legal, finance, audit or program management, including experience developing and executing organizational strategies, systems and processes
Prefer: 3 years international non-profit experience, including experience with grants and contracts funded by USAID and foundations
Prefer: 3 years experience as a compliance officer
Based in either Washington, DC or Watertown, MA
Travel Required (at least 20%)
