The Director of Compliance
is responsible for leading the compliance team to ensure that rules and regulations established by Skid Row Housing Trust/SRHT Property Management Company’s permanent supportive housing programs are met and maintained throughout the entire property portfolio. The Director or Compliance will be reporting to the VP of Property Management. The essential duties and responsibilities of this position include, but are not limited to, the following:
Effectively oversee Compliance Department to ensure that all properties within designated portfolio are in accordance with guidelines and regulations established by various Affordable Housing Programs, including, but not limited to, Low-Income Housing Tax Credit (LIHTC), Bond and Section 8;
Develop and implement policies and standard operating procedures to establish consistency throughout portfolio in adherence to Local, Federal and State guidelines;
Manage compliance staff to ensure that they provide the best possible support and guidance to on-site employees;
Travel to properties as needed to conduct internal site audits and assist in preparation of annual recertification process;
Oversee reporting process for timeliness and accuracy;
Create and facilitate training programs in relation to affordable housing;
Establish working relationships with Federal and State agencies;
Facilitate positive working relationships throughout organization to ensure efficient workflow and transfer of information to ensure efficient workflow and transfer of information between departments; and
Other duties as assigned by the VP of Property Management.
Directly supervises all Compliance department staff. Carries out supervisory responsibilities in accordance with the organization's policies and procedures and all applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education and Experience
Bachelor’s Degree and equivalent work experience in property management, or with the approval of the VP of Property Management, a four (4) year college degree may be substituted for some of the experience requirements;
Seven (7) years property management experience, including a minimum of three (3) years of Affordable Housing experience in Section 8, HUD, LIHTC and TCAC properties;
Three to five (3-5) years’ managing a team of compliance professionals;
Proven track record in successfully working with on-site personnel to ensure compliance with affordable housing programs while maintaining acceptable occupancy levels;
Extensive knowledge of property management systems including YARDI; and
Successful history of creating and implementing strategic plans to achieve departmental objectives.
Ability to read, write and speak English; Bilingual in English/Spanish a plus;
Ability to write clear reports and other types of correspondence;
Ability to comprehend and effectively manage complex regulatory requirements; and
Ability to communicate effectively with people from diverse cultures and backgrounds.
Ability to monitor rent ledgers and rent payments and credits; and
Ability to calculate figures and amounts such as income, interest totals and percentages.
Ability to effectively manage and solve practical problems and effectively handle situations with complex variables where only limited information exists; and
Ability to work well with others and provide leadership in developing a sense of community among the property residents.
Computer literacy to include moderate to high typing skills, ability to work with Microsoft Office applications such as Word and Excel and the ability to learn proper use of property management program(s).

Work in a collaborative and cooperative manner with Resident Programs staff, Facilities and Maintenance staff as assigned to the site, and to demonstrate at all times cooperative behavior with colleagues and supervisors;
Relate professionally with vendors, residents and co-workers; and
Maintain a professional personal appearance at all times.
Certificates, Licenses, Registrations
Proof of ability to work in the United States; and
HUD, TCAC or Home Program certification.
Salary is commensurate with qualifications and experience.

(the “Trust”) is a nationally recognized nonprofit corporation that produces, preserves, and operates supportive housing in and around downtown Los Angeles. The Trust serves the poorest and most vulnerable people in Los Angeles, including homeless individuals and those who may become homeless. Our VISION
is that all residents of downtown Los Angeles have a home that is affordable and safe.
The Trust develops, manages and operates affordable homes for the homeless in the Los Angeles area. The Trust is a 501(c)(3) nonprofit organization that owns and operates 26 properties and is developing two properties that will be in operation in the next two years. Most of the properties receive subsidies under the Section 8 program through the Housing Authority of the City of Los Angeles.
