POSITION SUMMARY: Oversees all benefit communication, compliance, regulatory and benefit policies for the benefit programs for employees of West Virginia University Health System (WVUHS).

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1.

Bachelor s degree in Human Resources or other related field

EXPERIENCE:

1.

3 or more years of experience with employee benefit programs

2.

2 or more years of experience in a large complex organization with multiple locations

PREFERRED QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1.

Certified Employee Benefits Specialist (CEBS) preferred

EXPERIENCE:

1.

2 or more years of Healthcare experience preferred

2.

Bargaining Unit experience preferred

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. 1.

Develops communication strategy to support overall implementation of benefit strategy to engage and educate employees through multiple media platforms while maximizing resources within West Virginia University Health System

2.

Oversees and is accountable for compliance and reporting under the Affordable Care Act

3.

Prepares benefit related communications for all eligible employee classifications using multiple media platforms including but not limited to enrollment booklets, recruitment summaries and on-line materials to support HR Shared Services

4.

Oversees the timely delivery of all legal notices such as annual funding notice, annual fee disclosure, summary annual report and other legal notices as required.

5.

Demonstrating expert knowledge of employee benefits, new legislation, and compliance for all benefit programs under the Affordable Care Act, ERISA, DOL, IRS regulations, etc.

6.

Proactively researches, interprets, and remains current on legislation that would impact any employee benefit program.

7.

Responsible for creation and periodically updating for all plan documents, including but not limited to Summary Plan Documents, Summary Annual reports in accordance with ERISA and other applicable federal laws.

8.

Project management responsibility for any benefit communication initiatives to support consistent communication across all WVU Hospitals.

9.

Proactively audits various benefit programs from time to time to ensure compliance with WVUHS policies and procedures.

10.

Supports annual employee benefit audits as required.

11.

Working collaboratively with internal resources to provide the best solutions to meet strategic business objectives

UltiPro or other HRIS/Payroll platform experience (e.g. Infor, Workday, etc.)

Excellent verbal and written communication skills

3.

Strong computer skills required including Microsoft Office
