Northrop Grumman Mission Systems is seeking a highly motivated individual to lead a team of Procurement Analysis Compliance Evaluation (PACE) professionals and Subcontract Services (SCS) professionals. This individual will be responsible for the assurance of compliance to both internal and external regulatory requirements associated with the Sector's purchase orders and subcontracts. Additionally, this individual will be responsible for the development, mentoring, and coaching of the PACE and SCS teams, fostering an engaging and inclusive work environment. The successful candidate will hold strong leadership skills, excellent oral and written skills, solid negotiation skills, knowledge of terms and conditions, knowledge of procedural requirements, an aptitude for DoD contracting and its related regulatory requirements and the ability to lead a diverse team with varying requirements and priorities in support of Mission Systems. Core responsibilities include : - Managing the review of PO/Subcontract file documentation requirements - Identifying regulatory risk areas and associated mitigation plans - Understanding of regulatory requirements and applications - Delegation of responsibilities to ensure Division requirements are met - Development of strategies to develop and institute appropriate sub-contractual documents to meet MS's business needs (Ts&Cs, OAs, Strategic Agreements) - Communication within GSC and to applicable stakeholders relevant to GSC regulatory compliance - Interpretation and implementation of existing, evolving, and new regulations as they relate to MS business practicesQualifications:Basic Qualifications: - Bachelor's Degree and minimum 6 years of experience in U.S. Government procurement, contracts, subcontracts/procurement or related field. - 3 years of experience as a team lead and/or a management of people role - Extensive knowledge of: U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), with specific in-depth working knowledge of Parts 15 (Contracting by Negotiation) and 31 (Contract Cost Principles and Procedures); Cost Accounting Standards (CAS); and Defense Contract Management Agency (DCMA) audit procedures - Possess strong leadership, communication, and writing skills - Commitment to fostering an engaging and inclusive environment Preferred Qualifications: - Masters degree in Business, Supply Chain Management, Finance, Industrial Engineering or related field - Expertise in Word and Excel - Knowledge of SAP - Knowledge and experience of DCMA CPSR Northrop Grumman is committed to hiring and retaining a diverse workforce.
