Division (PSLD) Trade Compliance operation with ownership of the PSLD trade

compliance operation globally. This includes accountability for all areas of trade

compliance and responsibility for PSLD Shared Service Centers in the U.S., Mexico,

Europe, and Asia. Additionally, this position manages the role of Export

Controls Program Manager for the Logistics organization.

JOB SUMMARY:

The trade compliance operations manager is

responsible for creating, deploying, and operating the Caterpillar trade

compliance process and strategy for complying with regulatory requirements for the

international movement of shipments globally. The objectives are met primarily

through the execution of trade compliance process and oversight of third party

service providers such as Customs brokers. 

Non-compliance

to these Customs regulations would cause audits, slowdown of the international

supply chain, and potential for fines & penalties.

 

JOB DUTIES AND RESPONSIBILITIES

Direct

the administration of tariff classification assignment for imported and

exported products moving across borders, Harmonized Tariff Schedule (HTS), U.S.

Census Bureau Schedule B number, and Department of Commence Export Control

Classification Number (ECCN). This is accomplished through management and

deployment of shared service centers providing central management of this

activity globally. Maintain database of over 2 million classified part numbers.

Implement

trade compliance process globally to reduce risk of violations, improve duty

avoidance programs, and drive efficiencies through application of best

practices. Determine

eligibility for Caterpillar products to meet preferential tariff treatment

under various free trade programs globally.   Issue certification for prime product and

parts to Caterpillar dealers.  Annual

duty savings through these free trade programs to Caterpillar and Caterpillar

dealers is roughly $70M.Manage

the compliant execution of duty drawback and tariff concession programs

delivering over $70 million of duty avoidance and/or recovery annually. Manage

day to day compliance activity of customs brokers and freight forwarders.

Address inquiries from Customs agencies, resolve Customs exams, address

anti-dumping duty issues, file post entry adjustments including protests,

review valuation issues including assists, and oversee periodic transaction

testing audits. Main contact between Caterpillar and Customs governmental

officials for both written communication and meetings. Liaison with business

units and legal services division as appropriate. Responsible

to meet strategic goals to enable movement of Caterpillar products globally; sponsor

six sigma projects to meet these goals where appropriate. Responsible

for management of duty suspension regimes globally ensuring compliance with

regulatory requirements and timely reporting to customs. Serve

in the role of Export Control Program Manager for the PSLD Logistics

organization. This role is responsible for effective implementation and

management of the Export Control Program. Additionally, the role is responsible

for on-going program enhancement, the performance of risk assessments, and

other activities to ensure effective controls are in place and violations are

identified and reported. Responsible for supply chain security programs

including C-TPAT in the U.S. and AEO in Mexico.  Business Transformation Responsibilities

Build

consensus and strategy for further implementation of the trade compliance

program in regions not currently managed by PSLD Global Trade Compliance.  This includes development and implementation

of process controls in areas of tariff classification, free trade agreements,

broker management, and duty drawback. These programs have the potential to

deliver annual duty avoidance of $4M - $8M and reduce compliance risk. Define and drive system requirements to modernize the trade

compliance program including to meet new Customs governmental requirements Communicate

transformation success and strategy to stakeholders and build momentum for

supporting changeBest Team ResponsibilitiesSet team goals and make linkage to align the team strategy the

PSLD ImperativesDevelop and mentor team members and others to build deep

Basic Requirements:Bachelor’s degree from an

accredited college or universityAt least 10 years of international trade compliance related

experience interacting with U.S. CustomsMinimum of 10 years supervisory experience including

experience leading a global team Demonstrated knowledge and understanding

of the following:Regulatory

requirements for moving parts across borders through Customs (19 CFR)U.S.

Export Control Regulations (EAR, ITAR) and the ability to apply to business

processes Practical

experience deploying trade compliance processes in EAME and Asia Customs

supply chain security programs such as C-TPAT and AEO.  Strong understanding of Inco termsFree

trade agreement requirements and rules of originTop Candidates will also have:U.S.

Customs Broker License or equivalent compliance understandingStrong

presentation and communication skills including ability to set a vision and
