Key Working Relationships
* Other AMU pillars, Ethics and Compliance Unit (ECU), Finance, Office of the General Counsel (OGC), IRC UK and other European offices, Supply Chain, US Programs, and International Programs Departmen
KEY ACCOUNTABILITIES
* Under the direction of the Sr. Compliance Officer – USG, act as a focal point for all major compliance matters related to US Government donors (State Department, USAID, USDA, DOL, etc), the Global Fund and other U.S. Program Donors as assigned;
* Knowledge of 2 CFR 200, 45 CFR 75 and FAR regulations;
* Develop and maintain strong relations with key staff at various USG agencies, as well as IRC internal stakeholders: IPD, Finance, ECU, and OGC as needed;
* Work with the Sr Compliance Officer to advise both program and finance stakeholders of any changes made to USG compliance regulations and assess their impact on IRC programs;
* Engage with field offices and regional teams as needed to provide input and develop solutions on major USG compliance matters;
* Work closely with the Sr Compliance Officer and Sr Director and the compliance team to develop IRC policies, guidelines, tools and templates as needed to ensure optimal implementation of USG compliance requirements;
* Working with the AMU C&P Subaward and Partnership team, and under the direction of the Sr. Compliance Officer – USG, serve as the subaward/partnership focal point for U.S. Programs and engage with field offices (domestic and international), regional teams, and technical units to provide advice, input and develop solutions on Subawards, specifically USG Contracts and Cooperative Agreements. Working through the OTIS system, review all U.S. Programs pre-subaward documentation and subaward instruments for compliance with donor and IRC policies and procedures;
* Support a USP portfolio including the processing of subwards;
* Assist in providing technical support for regional and financial controllers regarding USG compliance on budgetary issues;
* As instructed and under the direction of the Sr. Compliance Officer – USG, assist country programs in resolution of any USG award management issues, such as delays in agreement signing, delays in payments, audit findings, irregular interpretation of award terms, etc.
* Under the direction of the Sr. Compliance Officer – USG, as needed, represent IRC in external fora and liaise with donors and partners as needed;
* Work with the Sr. Director of Compliance and Policy on special unit projects (approximately 20% time);
* Other responsibilities as assigned by the Sr Compliance Officer - USG.
REQUIREMENTS
Essential
* 3-6 years of relevant professional experience;
* Demonstrated experience and expertise in interpreting and applying statutory and regulatory language in executing awards and contracts from USG entities and in maintaining a current knowledge of changes in the language, application and enforcement of this language;
* Developed understanding of professional business standards required to create a high performing and accountable environment;
* Experience with USG contracts and CAS compliance a plus;
* Experience in organizational problem solving, operations, high performance management in complex but low resource organizations;
* Demonstrated knowledge and prior experience working with a variety of USG agencies such as DOS, USAID, DOL, USDA, DHS, CDC, etc;
* Previous experience with international nonprofit organizations preferred;
* Strong interpersonal relations and communication skills;
* Previous experience providing compliance training in a multicultural setting a plus.Language skills in French, Spanish, or Arabic a plus but not required
