Minimum Qualifications for the Pretreatment Compliance Specialist:
- Bachelor’s degree with major/minor course work in a scientific field related to the job, plus three (3) years of relevant experience; or 
Associate’s degree in a scientific field related to the job, plus five (5) years of relevant experience; or Master’s degree with major course work in a scientific field related to the job, plus one (1) years of relevant experience.
- Licenses and Certifications Required:
 Valid Texas Class “C” Driver’s License.
The Minimum Qualifications for the Pretreatment Compliance Specialist Senior:  
- Bachelor’s degree with major/minor course work in a scientific field related to the job, plus five (5) years of relevant experience; or
Associate’s Degree in a scientific field related to the job, plus Seven (7) years of relevant experience; or Master’s degree with major course work in a scientific field related to the job, plus Three (3) years of relevant experience.
Licenses and Certifications Required:
 - Valid Texas Class “C” Driver’s License.
Notes to Applicants
This position will be filled at one of the following levels depending upon candidate qualifications:
Pretreatment Compliance Specialist: $22.83 – $28.39 per hour
Pretreatment Compliance Specialist Senior: $27.34 – $35.41 per hour
The primary work location for this position will be Glen Bell Service Center, 3907 S. Industrial Dr., Austin, TX 78744. This position will also be required to regularly report to and work at a secondary location: One Texas Center, 505 Barton Springs Rd., Austin, TX 78704.

Driving Requirements:
A valid Texas Class C Driver License is required.
Applicants must be at least 18 years old, hold a current applicable driver license, and have no more than six (6) points assessed on Driver Record Evaluation (
DRE

DRE
will be verified through the Department of Public Safety. Job offer is contingent upon having a driving record that meets the City’s Driver Record Evaluation Standards.
This position will be required to travel and report to other worksites.
Effective October 1, 2014, all Austin Water worksite locations are tobacco-free.
Use of tobacco products and/or e-cigarettes is not permitted on any AW worksite – including construction sites, parking lots, garages or in any personal vehicle located on the premises.

Preferred Qualifications
Experience producing, reviewing and approving design specifications and drawings for commercial and residential construction projects according to applicable federal, state and local pretreatment and other regulations
Experience providing technical advice and assistance to internal and external customers
Experience with pretreatment investigations, audits, surveillance, monitoring, inspection, sampling, research, enforcement, and other environmental and pretreatment-related activities for industrial users
Experience reviewing permit applications, self-monitoring reports, and laboratory reports to assess compliance with applicable regulations for general, categorical and significant industrial users
Experience working for a water and wastewater utility
Demonstrated skill in problem solving and experience applying state and local water and wastewater rules and regulations
Experience working in Natural, Environmental or Physical Science
Experience writing technical reports for peer and management review
Experience creating and conducting presentations for internal and external customers
Experience conducting public communications and outreach including representing an organization on initiatives, task forces and/or committees
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1.
Leads teams responsible for conducting, and reporting on investigations, audits, surveillance, monitoring, inspection, sampling, analyses, research, training, outreach, recognition, permitting, registration, enforcement and other environmental and pretreatment-related activities and programs.
2.
Initiates the negotiation to resolve cases or enforcement proceedings for environmental, pretreatment, and pollution prevention issues of diverse scope and complexity.
3.
Review and ensure all plans and proposals meet or exceed all federal, state, and local code/ordinance/regulations pretreatment guidelines and criteria.
4.
Collect, process, analyze and evaluate information and data submitted within permit applications, contracts, schedules, proposals, self-monitoring reports and laboratory reports to provide approvals, recommendations and assess compliance with applicable regulations.
5.
Interpret and explain City policies and procedures, and provide technical information/ advice, assistance and training for internal and external customers.
6.
Conduct case file preparation, initiate and participate in administrative and criminal enforcement proceedings and provide testimony in legal proceedings, for alleged violations of regulations.
7.
Research, develop, review, interpret, recommend, and implement changes to specifications, standards, policies, procedures, codes, regulations and ordinances.
8.
Leads public outreach efforts, initiatives, task forces, and committees; represent department at board and commission meetings; and conduct and make presentations for internal and external customers.
9.
Perform inventory procurement and control functions, and consult with and monitor performance of contractors.
10.
Perform rotational on-call duty and respond to spill and/or emergency events, incidents, complaints, actions and other related situations.
