The Health System Specialist serves as the Compliance and Business Integrity Officer (CBIO) at the South Texas Veterans Health Care System in San Antonio, Texas.

You will develop, implement, and oversee a health care system-wide Compliance Program within the scope of the VHA mandated Compliance Program, the Network CBI Program, and other high risk areas as determined by the VHA, VISN 17, VASTVHCS Compliance Committee, and VASTVHCS leadership. Creates written policies and procedures that promote commitment to corporate compliance and address specific areas of risk associated with the Health Care System business practices and operations. Ensure that policies and procedures align with VA Central Office, VA Office of Inspector General as well as other organizations that provide oversight of the Health
Care System. Oversees the implementation of the provisions of these policies and procedures in the VA South Texas Health Care System and provides guidance and counsel to leadership on incorporation into daily operations. You will function as Chair of the Health Care System CBI Committee and provides ongoing and consistent reports, feedback, and outcomes to the VISN CBIO and Health Care System
Director. Create a formal, written plan for auditing and monitoring business activities which have been identified as actual or potential sources of compliance failures, such as the revenue cycle, and purchased care operations. Maintain awareness of laws and regulations, keeps apprised of current changes that may impact the Health Care System CBI program through seminars, training programs, and personal contacts. Coordinate the creation and completion of process improvement projects. You will conduct internal investigations, special studies, reviews and audits in the Health Care System related to Compliance and Business Integrity functions.
Occasional travel - You may be expected to travel for this position.

: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience and/or education as described below:
* One year of specialized experience equivalent to at least the GS-11 level in progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirement of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR
* Successfully completed an agency-sponsored on-the-job training program that included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
* Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: organization and structure of healthcare delivery systems or managed care networks; laws and regulations governing business practices and healthcare industry standards, healthcare insurance issues and compliance with regulations; analytic principles, theories, and techniques to healthcare management and operational systems; VA administrative investigations policy; financial management policies; identify compliance risks; initiate, develop, and draft policies and procedures; identify and document compliance risks; communicate orally and in writing; and possess managerial, leadership, and interpersonal skills.
* There is no educational substitution at this grade level.

You will receive credit for all qualifying experience, including volunteer experience.
: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
The work is primarily sedentary, although some slight physical effort may be required.
