This position is in the Permanent School Fund (PSF), a $34 billion perpetual public fund endowment that helps finance the state's public schools.
This position reports to the Director of Legal and Compliance. It provides analytical, compliance and administrative services in support of the PSF legal services and compliance functions. Responsibilities will include assisting with PSF compliance reporting under applicable state and federal laws and regulations governing PSF investments and/or investment managers; assisting with the development and administration of written policies and procedures for the PSF compliance program; assisting in the establishment of industry best practices standards for the PSF; performing due diligence of brokerage firms; and performing other work as assigned. Additional duties may include assisting the legal and investment teams with the preparation and processing of contracts, including contracts and other transactional documents involved in PSF investments in public and private markets with respect to compliance matters; and assisting with public information requests.

Assist with coordination of all PSF compliance functions, including required ethics reporting (e.g., transmitting, tracking, receiving and verifying all quarterly, semi-annual and annual compliance and ethics reporting) and the personal trade approval process, and serve as backup to the PSF Compliance Officer.
Assist with development, maintenance, and revision of written policies, procedures, and work plans for the PSF compliance program.
Assist with all PSF regulatory matters, by performing research and analysis of relevant federal and state laws and regulations and assisting with all PSF filing and reporting obligations under those laws and regulations, and coordinating with PSF legal counsel.
Performs the annual and periodic due diligence of brokerage firms that do business with the PSF.
Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation.
Assist with research and analysis of federal, state, and international laws and regulations relevant to investment transactions of institutional investors and assist with all aspects of PSF compliance with those laws and regulations, and coordinate with PSF legal counsel.
Assist with performing, documenting and filing legal due diligence and contracts related to investments, investment managers, and consultants.
Assist with development and presentation of training materials to PSF staff on legal and compliance subjects as needed.
Assist with the organization and maintenance of compliance files and records both physically and electronically.
Assist with the review, processing, responding to, and tracking of public information requests.
Assist with management of existing or potential litigation related to the PSF and/or PSF investments.
Works cooperatively with TEA Internal Audit and external auditors when requested.
Develop and maintain expertise in areas of responsibility.
Perform other duties as assigned.
Education: Graduation from an accredited four-year college or university with major coursework in business administration, finance, economics, government, accounting, communications or a related field.
Prefer one (1) year of full-time experience in one or more of these areas: compliance functions, auditing, finance, and/or public institutional investing. Prefer experience
with compliance programs and federal and/or state laws governing institutional investors and fiduciaries, such as pension plans, endowments, state investment entities, and foundations. Prefer experience with financial transactions, investments, and/or the financial services industry;
experience with financial markets regulations governing securities, commodities, broker-dealers, and/or investment advisors including SEC and FINRA regulations.
Knowledge, Skills and Abilities (KSAs):
State statutes pertaining to the Permanent School Fund, records retention, public information and/or contracting; investments and/or financial matters; and experience with public institutional investing principles and practices; and experience with open government laws, statutory and rule interpretation, and relevant fiduciary principles and laws.
Technical writing skills; excellent oral and written communication skills including strong proofreading skills; analysis and the use of computer software programs, particularly advanced Word, Excel, Powerpoint and Salesforce. Must have strong organizational skills and file management skills.
Organize workload, set priorities, be flexible, work effectively under pressure to meet strict deadlines; manage multiple projects and assignments with attention to details and under minimum supervision; analyze data, formulate conclusions, and clearly express results, ideas, and opinions to all levels of staff; act in accordance with the Chartered Financial Analyst Institute code of ethics and standards of professional conduct; communicate clearly and effectively, both verbally and in writing, including writing management reports and making public presentations; provide outstanding customer service to a diverse group of internal and external customers;

Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5. May be required to work weekends and holidays.
