Scope: The Government Compliance Manager is a key advisor to the Business and Executive Leadership Team, providing guidance as the subject matter expert on Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), Cost Accounting Standards (CAS), and by providing interpretations and implementations that maintain a compliant and cooperative Government Relations and Compliance environment at M7 Aerospace.
Preparation, revisions and coordination of Government compliance audits of M7\u2019s CAS Disclosure Statement/Statement of Accounting Practices, as required. Determine if changes being considered are classified as CAS cost accounting practice changes and prepare required Cost Impact Proposals and support Government audit thereof. Monitor and report M7\u2019s full/modified CAS coverage status to Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) Administrative Contracting Officer (ACO).
Coordinate CAS 401-420 audits, two or three per year, by DCAA.
Maintain compliant labor recording procedures and training. Coordinate annual labor floor check audits by DCAA.
Monitor compliant material consumption accounting and purchase existence. Coordinate annual material consumption and purchase existence audits by DCAA.
Prepare updated Provisional Billing Rates (PBR) and/or Forward Pricing Rate Proposals (FPRP) including rate restructuring and CAS cost impact studies as required, coordinate submittal to the ACO and DCAA, coordinate audits by DCAA and support Contracts finalization of Final Billing Rates and Forward Pricing Rate Agreements (FPRA) with the ACO. Prepare Quarterly rate monitoring reports versus the current PBR/FPRA and provide to the ACO and DCAA as required.
Prepare annual Incurred Cost Proposals, coordinate submittal to the ACO and DCAA, coordinate audits by DCAA and finalize close out of Cost Type Programs.
Coordinate Accounting Systems Reviews, Financial Capability Audits and proposal Estimating System Reviews by DCAA as required and coordinate Finance aspects of Contractor Purchasing System Review by the Regional DCMA with support from DCAA.
Coordinate Pre Award audits and Post Award Truth in Negotiation Act (TINA) audits by DCAA.
Coordinate TINA training with Human Resources and conduct training of personnel.
Other duties as assigned by senior management.
Bachelor\u2019s Degree in Finance or Accounting required.

Knowledge, Skills, Abilities Required (Unique and Measurable):
Possesses a diverse financial background, with experience in finance/accounting with federal government contract.
Experience with FAR/DFARS and CAS.
Detailed knowledge of budgeting and planning in a defense contracting organization is essential.
Must be motivated, flexible and able to work with minimal oversight.
Experience in manufacturing or services in a defense industry environment.
Ability to Prepare and Submit an Adequate and Auditable Incurred Cost Proposal.
Exposure to Program Management and automated project control systems.
Strong PC based computer skills.
Ability to effectively communicate with Executive Management
Proficient in synthesizing, presenting and communicating large volumes of financial information.
Detailed knowledge of CAS & GAAP (e.g., production-type contract accounting, revenue recognition for multiple-element contract arrangements).
Familiarity with Sarbanes-Oxley procedures and controls.
Ability to work with and knowledge of general defense contracting principles.
